Cordyceptic did come out with 3.6, the custodian patch last november. good few months before first contact. Usually console would wrap those with previous dlc in this case overlord but I guess not this time.It could be magic, it could be technology, it could be an evolutionary developed ability unique to your species. Ultimately it's up to the player for what their empires like. But it's a civic. So I am playing multiplayer PVP and I picked hive mind with Cordyceptic Drones. The game starts and within a year I see some space fauna that's around 1k strength... And sure they could spawn anywhere, but also being able to kill any organic and instantly resurrect them is very strong and shouldn't be underestimated.
