The "not obvious part" of this tip is that for the longest time i thought i could only have one of those buildings, as i thought it was tied to my capital. Turns out it's tied to the duchy, not the capital, and you can have as many of them as you have duchies. Meaning 1 if you're a duke, 2 if you're a king or emperor.Ile de France has 6 farmland holdings, special building, high dev and is a part of 7 county duchy. Middle Seaxe has 5 farmland holdings, a special building. Roma has 6 farmland holdings and high dev. Praha has 6 holdings 3 of which are farmlands.
